How To Create Browser Compatible Application In .Net?

I need to create a light weight Questionpaper Application in .Net. can anyone help me but i listen about one website Web Design which have many articles same as my query. After installation, the application should contact my webserver to fetch questions and display to the user. at the test, all the user responses need to be saved to my database online.
