In December 1972, though concerned about the level of civilian casualties, Nixon approved Linebacker II, the codename for aerial bombings of military and industrial targets in North Vietnam.[90] After years of fighting, the Paris Peace Accords were signed in 1973.[91] The treaty, however, made no provision that 145,000–160,000 North Vietnam Army regulars located in the Central Highlands and other areas of S. Vietnam had to withdraw.[83] Under President Nixon, American involvement in the war steadily declined from a troop strength of 543,000 to zero in 1973.[72] Once American support was diminished, in 1975, North Vietnam was able to conquer South Vietnam and formed one country.
